Pubmed uses the term "frenotomy." There are surprisingly few articles
written about it. There's a good quick review at

such thing as "too late."
The Canadian Paed Society has an official statement at

The AAP has no statement on the matter.
As far as vasculization of the frenulum, I've never heard of that. You
might ask your friendly ENT; he or she will know the answer to that.
