Actually, I know that parents do it, though less now than when I started 20
years ago.  When I give it for allergy or hives, I tell the parents what the
dose range is and warn them that it may make the child sleepy or, rarely,
hyper.  Because I am telling them (and documenting in the chart)what the dose
it, I generally don't tell them not to overdose.
