Several years ago I called an infant botulism study center in San Francisco. Their recommendation was that a child not receive honey in any form until the first birthday. This includes foods such as honey graham crackers.
Their rational was primarily legal: there's never been a known case of infant botulism linked to honey in baked products, but they couldn't take the responsibility of saying it's O.K. when there's even a theoretical risk.
